The Board of Directors is chaired by the President of the Departmental Council or one of the members of the Board of Directors appointed by the President of the Departmental Council after the renewal of the representatives of the Department and that of the representatives of the municipalities and public establishments for inter-municipal cooperation.
The Bureau of the Board of Directors is made up of the President, three Vice-Presidents and, if necessary, one additional member.
The composition of the Bureau is determined by the Board of Directors at the first meeting following each renewal. During this meeting, the members of the Executive Committee other than the Chairman are elected from among the members of the Board of Directors with voting rights by an absolute majority of the latter. The first and third Vice-Chairmen shall be of different genders to the Chairman. At least one vice-chairman shall be elected from among the representatives of the municipalities and public inter-municipal cooperation bodies. If the election is not won in the first two ballots, a third ballot is held and the election is held by a relative majority of the votes cast. In the event of a tie, the election shall be by age.
The Board of Directors may delegate some of its powers to the Executive Committee, with the exception of decisions relating to the adoption of the budget and the administrative account in application of the provisions of the articles L. 1612-1 to L. 1612-20, as well as those referred to in articles L. 1424-26 and L. 1424-35.
The maximum allowances voted by the board of directors of the fire and rescue service for the actual performance of the duties of chairman and vice-chairman are determined by reference to the scale provided, based on the population of the department, for the allowances of departmental councillors by article L. 3123-16 with a limit of 50% for the chairman and 25% for each of the vice-chairmen.
