A National Conference of Fire and Rescue Services is set up under the Minister for Civil Protection. It comprises a Member of Parliament and a Senator, representatives of the State, at least a quarter of whom are representatives of volunteer and professional firefighters and the majority of whom are representatives of the boards of directors of the fire and rescue services. Its composition, the procedures for appointing its members and the duration of their term of office are set by decree in the Conseil d’Etat.
The Conférence nationale des services d’incendie et de secours is consulted on draft laws or regulations relating to the missions, organisation, operation or funding of the fire and rescue services. It may make recommendations.
When it is consulted on a draft law or regulatory act affecting the missions, organisation, operation or financing of the Paris fire brigade or the Marseille marine fire brigade, the Conférence nationale des services d’incendie et de secours will involve in its work, as appropriate, the Prefect of Police and the commander of the Paris fire brigade or the Mayor of Marseille and the commander of the Marseille marine fire brigade, or their representatives.
