Article L1424-52 of the French General Code of Local Authorities

The interdepartmental public fire and rescue establishment may exercise, at the choice of the constituent fire and rescue services, the following powers and attributions:

a) The acquisition, rental and management of equipment and materials, as well as the constitution of a group of orders with the constituent services in order to coordinate and group purchases;

b) The training of professional and volunteer firefighters in liaison with the competent bodies in the field;

c) The assumption of responsibility for expenses relating to rescue operations under the conditions set by article L. 742-11 of the French Internal Security Code;

d) Informing the public and raising awareness of risks affecting the safety of people and property;

e) Carrying out studies and research.

L’établissement public interdépartemental d’incendie et de secours peut exercer, au choix des services d’incendie et de secours qui le constituent, les compétences et attributions suivantes :

a) L’acquisition, la location et la gestion d’équipements et matériels, ainsi que la constitution d’un groupement de commandes avec les services constitutifs afin de coordonner et grouper les achats ;

b) La formation des sapeurs-pompiers professionnels et volontaires en liaison avec les organismes compétents en la matière ;

c) La prise en charge des dépenses afférentes aux opérations de secours dans les conditions fixées par l’article L. 742-11 du code de la sécurité intérieure ;

d) L’information et la sensibilisation du public aux risques affectant la sécurité des personnes et des biens ;

e) La réalisation d’études et de recherches.
