Article L1424-63 of the French General Code of Local Authorities

The resources of the public establishment include:

1° Subscriptions from member local authorities and public establishments. These subscriptions constitute compulsory expenditure for the latter;

2° Donations and legacies;

3° Reimbursements from the compensation fund for value added tax;

4° Reimbursements for services rendered and miscellaneous contributions;

5° Subsidies, assistance funds, endowments and contributions from the European Union, the State, local authorities and public establishments;

6° Proceeds from loans.

Before 1st November each year, the Board of Directors sets the amount of the membership fee and notifies it to the local authorities, public establishments for inter-municipal cooperation and the fire and rescue services. Failing this, the amount of the membership fee is equal to that determined for the previous financial year.

Les ressources de l’établissement public comprennent :

1° Les cotisations des collectivités territoriales et établissements publics membres. Ces cotisations constituent une dépense obligatoire pour ces derniers ;

2° Les dons et legs ;

3° Les remboursements du fonds de compensation pour la taxe sur la valeur ajoutée ;

4° Les remboursements pour services rendus et les participations diverses ;

5° Les subventions, fonds de concours, dotations et participations de l’Union européenne, de l’Etat, des collectivités territoriales et des établissements publics ;

6° Le produit des emprunts.

Avant le 1er novembre de chaque année, le conseil d’administration fixe le montant de la cotisation et le notifie aux collectivités territoriales, aux établissements publics de coopération intercommunale et aux services d’incendie et de secours. A défaut, le montant de la cotisation est égal à celui déterminé pour l’exercice précédent.
