The Saint-Barthélemy fire brigade is made up of:
1° Professional fire brigades;
2° Volunteer fire brigades.
Professional fire brigades, including the service manager, are recruited and managed by the collectivity, within the framework of the legislative and regulatory provisions applicable to them.
By way of derogation from the fourth paragraph, professional fire brigade officers may, under conditions laid down by regulation, be appointed to their grades, posts or functions jointly by the representative of the State in Saint-Barthélemy and the president of the territorial council.
Volunteer fire brigade members of the Saint-Barthélemy fire brigade are hired and managed by the collectivity, within the framework of the legislative and regulatory provisions that apply to them.
By way of derogation from the sixth paragraph, volunteer fire brigade officers and non-commissioned officers may, under conditions set by regulation, be appointed to their grades or duties jointly by the representative of the State in Saint-Barthélemy and the president of the territorial council.
For the application of the fourth to seventh paragraphs, the functions entrusted to the board of directors, its chairman and the departmental director of fire and rescue services are carried out respectively by the territorial council, the chairman of the territorial council and the head of the service.
All volunteer firefighters benefit from initial and ongoing training. The costs of training volunteer firefighters constitute compulsory expenditure for the collectivity of Saint-Barthélemy.
In the event of operational difficulties, the Saint-Barthélemy fire brigade may be dissolved by order of the minister responsible for civil security, made on the proposal of the representative of the State in Saint-Barthélemy, after consultation with the president of the territorial council and the minister responsible for overseas France. This order specifies the conditions for the reorganisation of the corps and the arrangements required to ensure rescue services until this reorganisation.
