I. – The board of directors of the public establishment for cultural or environmental cooperation is made up of:
1°A majority of its members are representatives of local authorities or their groupings, appointed from among their members by their councils or their deliberative bodies, representatives of the State and, where appropriate, representatives of national public establishments.
The mayor of the municipality in which the establishment has its headquarters may, at his request, be a member of the board of directors;
Representatives of local public establishments may also be members of the board of directors of public establishments for environmental cooperation ;
2° Qualified personalities appointed by local and regional authorities, their groupings, the State and, where applicable, national public establishments;
3° Staff representatives elected for this purpose;
4° Where applicable, representatives of foundations or associations or, in the case of a public environmental cooperation establishment, relevant economic sectors.
The board of directors of public establishments for cultural cooperation whose purpose is to provide artistic education or professional training also includes elected student representatives.
The chairman of the board of directors is elected from among its members.
II. – The Board of Governors determines the institution’s policy, approves its budget and monitors its implementation.
It approves the creation, modification and elimination of jobs.
