Article L1524-3 of the French General Code of Local Authorities

When a local semi-public company exercises public authority prerogatives on behalf of a local authority or grouping, it draws up a special report each year on the conditions under which they were exercised, which is presented to the deliberative body of the local authority or grouping and is sent to the State representative in the department.

Lorsqu’une société d’économie mixte locale exerce, pour le compte d’une collectivité territoriale ou d’un groupement, des prérogatives de puissance publique, elle établit chaque année un rapport spécial sur les conditions de leur exercice qui est présenté à l’organe délibérant de la collectivité territoriale ou du groupement et est adressé au représentant de l’Etat dans le département.
