Article L200-6 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Restrictions on the right to move and reside freely in France imposed on foreign nationals whose situation is governed by this book may only be justified by behaviour which constitutes, from the point of view of public order and public safety, a real, current and sufficiently serious threat to a fundamental interest of society.
The same applies when the foreign national whose situation is governed by this book has been subject to a penalty of inadmissibility, a deportation order, a ban on movement within French territory or an administrative ban on entry.

Les restrictions au droit de circuler et de séjourner librement en France prononcées à l’encontre de l’étranger dont la situation est régie par le présent livre ne peuvent être motivées que par un comportement qui constitue, du point de vue de l’ordre public et de la sécurité publique, une menace réelle, actuelle et suffisamment grave à l’encontre d’un intérêt fondamental de la société.
Il en va de même lorsque l’étranger dont la situation est régie par le présent livre a fait l’objet d’une peine d’interdiction du territoire, d’une décision d’expulsion, d’une interdiction de circulation sur le territoire français ou d’une interdiction administrative du territoire.
