Article L2112-1 of the French General Code of Local Authorities

Disputes relating to the delimitation of the territory of communes are decided by the representative of the State in the département when they concern communes in the same département.

Disputes concerning communes in two or more départements are decided by decree.

Les contestations relatives à la délimitation du territoire des communes sont tranchées par le représentant de l’Etat dans le département lorsqu’elles intéressent les communes d’un même département.

Les contestations intéressant des communes de deux ou plusieurs départements sont tranchées par décret.
