Article L2113-13 of the French General Code of Local Authorities

The deputy mayor performs the duties of civil registrar and judicial police officer in the delegated commune. He may be responsible, in the delegated commune, for the enforcement of police laws and regulations and receive from the mayor the delegations provided for in articles L. 2122-18 to L. 2122-20.

The deputy mayor also performs the duties of deputy mayor of the new commune, without being counted towards the limit set in Article L. 2122-2.

Le maire délégué remplit dans la commune déléguée les fonctions d’officier d’état civil et d’officier de police judiciaire. Il peut être chargé, dans la commune déléguée, de l’exécution des lois et règlements de police et recevoir du maire les délégations prévues aux articles L. 2122-18 à L. 2122-20.

Le maire délégué exerce également les fonctions d’adjoint au maire de la commune nouvelle, sans être comptabilisé au titre de la limite fixée à l’article L. 2122-2.
