In municipalities with a population of 3,500 or more, a summary explanatory note on the matters submitted for deliberation must be sent to the members of the municipal council with the notice of meeting.
If the deliberation concerns a public service contract, the draft contract or contract accompanied by all the documents may, at his request, be consulted at the town hall by any municipal councillor under the conditions set by the rules of procedure.
The notice of meeting period is set at five clear days. In the event of an emergency, this period may be shortened by the mayor, but may not be less than one clear day.
The mayor reports on this at the opening of the meeting to the municipal council, which decides on the urgency and may decide to refer the discussion, in whole or in part, to the agenda of a subsequent meeting.
This article is also applicable to municipalities with fewer than 3,500 inhabitants when a deliberation relates to an installation mentioned in article L. 511-1 of the Environment Code.
