Article L2121-17 of the French General Code of Local Authorities

The Town Council shall only validly deliberate when the majority of its members in office are present.

If, after a first meeting has been duly convened in accordance with the provisions of articles L. 2121-10 to L. 2121-12, this quorum is not reached, the town council is reconvened at least three days apart. It then deliberates validly without a quorum being required.

Le conseil municipal ne délibère valablement que lorsque la majorité de ses membres en exercice est présente.

Si, après une première convocation régulièrement faite selon les dispositions des articles L. 2121-10 à L. 2121-12, ce quorum n’est pas atteint, le conseil municipal est à nouveau convoqué à trois jours au moins d’intervalle. Il délibère alors valablement sans condition de quorum.
