Article L2121-26 of the French General Code of Local Authorities

Any natural or legal person has the right to request communication of the deliberations and minutes of the municipal council, the budgets and accounts of the municipality and municipal by-laws.

Each person may publish them under their own responsibility.

The communication of the documents mentioned in the first paragraph, which may be obtained both from the mayor and from the decentralised departments of the State, takes place under the conditions laid down by Article L. 311-9 of the code des relations entre le public et l’administration.

The provisions of this article apply to the administrative public establishments of the communes.

Toute personne physique ou morale a le droit de demander communication des délibérations et des procès-verbaux du conseil municipal, des budgets et des comptes de la commune et des arrêtés municipaux.

Chacun peut les publier sous sa responsabilité.

La communication des documents mentionnés au premier alinéa, qui peut être obtenue aussi bien du maire que des services déconcentrés de l’Etat, intervient dans les conditions prévues par l’article L. 311-9 du code des relations entre le public et l’administration.

Les dispositions du présent article s’appliquent aux établissements publics administratifs des communes.
