The town council meets at least once every quarter.
When town councils are generally renewed, the first meeting is held as of right no earlier than the Friday and no later than the Sunday following the ballot in which the full council was elected. Notwithstanding the provisions of Article L. 2121-12, in municipalities of 3,500 inhabitants or more, notice of the meeting is sent to the members of the municipal council at least three clear days before the date of this first meeting.
At the first meeting of the municipal council, immediately after the election of the mayor and deputy mayors, the mayor reads out the charter for local elected representatives provided for in article L. 1111-1-1. The mayor provides the municipal councillors with a copy of the charter for local elected representatives and of chapter III of this title.
The municipal council meets and deliberates at the town hall of the municipality. It may also meet and deliberate, on a permanent basis, in another place located within the territory of the municipality, provided that this place does not contravene the principle of neutrality, that it offers the necessary conditions of accessibility and safety and that it allows meetings to be held in public.
However, in a new commune governed by the provisions of Chapter III of Title I of this Book, the municipal council may decide that one or more of its meetings will be held in one or more annexes of the town hall, provided that, each year, at least two of its meetings are held at the town hall of the new commune. The public is notified of this decision by any means of publicity chosen by the mayor, at least fifteen days before these meetings are held.
