Article L2191-1 of the French Public procurement code

Subject to the exceptions provided for by regulation, the provisions of this chapter apply to contracts awarded by the State, its public establishments other than those of an industrial and commercial nature, local authorities, their public establishments and their groupings.
However, the provisions of section 3 of this chapter also apply to public establishments of the State of an industrial and commercial nature.
The provisions of this chapter do not apply to the Caisse des dépôts et consignations.

Article L2191-1

Sous réserve des exceptions prévues par voie réglementaire, les dispositions du présent chapitre s’appliquent aux marchés passés par l’Etat, ses établissements publics autres que ceux ayant un caractère industriel et commercial, les collectivités territoriales, leurs établissements publics et leurs groupements.
Toutefois, les dispositions de la section 3 du présent chapitre s’appliquent également aux établissements publics de l’Etat ayant un caractère industriel et commercial.
Les dispositions du présent chapitre ne sont pas applicables à la Caisse des dépôts et consignations.
