Article L2191-7 of the French Public procurement code

Contracts may provide for a guarantee deduction, a first demand guarantee or a personal and joint guarantee to be payable by the contractor, under the conditions and subject to the exceptions provided for by decree in the Conseil d’Etat.

Les marchés peuvent prévoir, à la charge du titulaire, une retenue de garantie, une garantie à première demande ou une caution personnelle et solidaire, dans les conditions et sous réserve des exceptions prévues par décret en Conseil d’Etat.
