Article L2193-9 of the French Public procurement code

If, after verification of the evidence provided by the tenderer or the contract holder, the purchaser establishes that the amount of the subcontracted services is abnormally low, he shall reject the tender if the request for subcontracting is made when the tender is submitted or shall not accept the proposed subcontractor if the declaration of subcontracting is submitted after notification of the contract, in accordance with the conditions laid down by regulation.

Si, après vérification des justifications fournies par le soumissionnaire ou le titulaire du marché, l’acheteur établit que le montant des prestations sous-traitées est anormalement bas, il rejette l’offre lorsque la demande de sous-traitance intervient au moment du dépôt de l’offre ou n’accepte pas le sous-traitant proposé lorsque la déclaration de sous-traitance est présentée après la notification du marché, dans des conditions fixées par voie réglementaire.
