Article L221-1 of the French Code of civil enforcement procedures

Any creditor in possession of a writ of execution recording a claim that is due and payable may, after service of a summons, arrange for the seizure and sale of tangible movable property belonging to the debtor, whether or not it is held by the latter.
Any creditor meeting the same conditions may join the seizure operations by way of opposition.
Where the seizure relates to goods held by a third party and in the latter’s residential premises, it is authorised by the enforcement judge.

Tout créancier muni d’un titre exécutoire constatant une créance liquide et exigible peut, après signification d’un commandement, faire procéder à la saisie et à la vente des biens meubles corporels appartenant à son débiteur, qu’ils soient ou non détenus par ce dernier.
Tout créancier remplissant les mêmes conditions peut se joindre aux opérations de saisie par voie d’opposition.
Lorsque la saisie porte sur des biens qui sont détenus par un tiers et dans les locaux d’habitation de ce dernier, elle est autorisée par le juge de l’exécution.
