Article L2221-20 of the French General Code of Local Authorities

When the balance sheet, for two consecutive years, shows a loss greater than half the capital of the first establishment, the representative of the State in the department may withdraw the authorisation to operate and the régie shall, in this case, be wound up in accordance with the rules and within the time limits set by the internal regulations for winding up at the end of operations.

Lorsque le bilan, pendant deux années consécutives, fait apparaître une perte supérieure à la moitié du capital de premier établissement, le représentant de l’Etat dans le département peut retirer l’autorisation d’exploiter et la régie est, dans ce cas, liquidée suivant les règles et dans les délais fixés par le règlement intérieur pour la liquidation en fin d’opérations.
