Article L2223-1 of the French Public procurement code

The competent administrative authorities shall authorise the signing of partnership contracts by the State and its public establishments, under conditions laid down by regulation.
These provisions shall apply to partnership contracts concluded by the State on behalf of unauthorised purchasers.

Article L2223-1

Les autorités administratives compétentes autorisent la signature des marchés de partenariat de l’Etat et de ses établissements publics, dans des conditions fixées par voie réglementaire.
Ces dispositions sont applicables aux marchés de partenariat conclus par l’Etat pour le compte des acheteurs non autorisés.
