Article L223-1 of the French Code of civil enforcement procedures

The bailiff responsible for enforcing an enforcement order may make a declaration to the competent administrative authority for the purpose of seizing a land motor vehicle.
Notification of this declaration to the debtor has all the effects of a seizure.
The conditions for the application of this article shall be laid down by decree in the Conseil d’Etat.

Article L223-1

L’huissier de justice chargé de l’exécution d’un titre exécutoire peut faire une déclaration aux fins de saisie d’un véhicule terrestre à moteur auprès de l’autorité administrative compétente.
La notification de cette déclaration au débiteur produit tous les effets d’une saisie.
Les conditions d’application du présent article sont fixées par décret en Conseil d’Etat.
