Article L2231-1 of the French Public procurement code

By decision of the purchaser, the holder of the partnership contract may be responsible for acquiring the assets necessary for carrying out the operation, including, where appropriate, by means of expropriation.
It may, with the agreement of the co-contractor concerned, assign all or part of the contracts entered into by the purchaser that may contribute to the performance of its mission.

Sur décision de l’acheteur, le titulaire du marché de partenariat peut être chargé d’acquérir les biens nécessaires à la réalisation de l’opération, y compris, le cas échéant, par voie d’expropriation.
Il peut se voir céder, avec l’accord du cocontractant concerné, tout ou partie des contrats passés par l’acheteur pouvant concourir à l’exécution de sa mission.
