Article L2243-1 of the French General Code of Local Authorities

When, in a commune, buildings, parts of buildings, private roads with a public right of way, installations and land without a habitual occupant are clearly no longer maintained, the mayor initiates the procedure for declaring the parcel concerned to be in a state of manifest abandonment.

Lorsque, dans une commune, des immeubles, parties d’immeubles, voies privées assorties d’une servitude de passage public, installations et terrains sans occupant à titre habituel ne sont manifestement plus entretenus, le maire engage la procédure de déclaration de la parcelle concernée en état d’abandon manifeste.
