Article L2255-1 of the French General Code of Local Authorities

When the closure or relocation of a government department, with the exception of central government departments and departments with national jurisdiction, a local authority, a public establishment for inter-municipal cooperation with its own tax status or a body entrusted with a public service mission located within the perimeter of the operation is envisaged, the representative of the State in the department or the executive authority of the local authority, of the inter-municipal public body with its own tax authority or of the body entrusted with a public service remit shall provide the mayor of the municipality and the president of the inter-municipal public body with its own tax authority of which the municipality is a member with all the information justifying this closure or relocation, at least six months before the date scheduled for its implementation. It will also indicate the measures planned to enable this service to be maintained in another form locally.

This information will also be sent to the region and the department.

Lorsqu’il est envisagé la fermeture ou le déplacement d’un service de l’Etat, à l’exception de ceux des administrations centrales et des services à compétence nationale, d’une collectivité territoriale, d’un établissement public de coopération intercommunale à fiscalité propre ou d’un organisme chargé d’une mission de service public situé dans le périmètre de l’opération, le représentant de l’Etat dans le département ou l’autorité exécutive de la collectivité territoriale, de l’établissement public de coopération intercommunale à fiscalité propre ou de l’organisme chargé d’une mission de service public communique au maire de la commune et au président de l’établissement public de coopération intercommunale à fiscalité propre dont est membre la commune toutes les informations justifiant cette fermeture ou ce déplacement, au moins six mois avant la date prévue pour sa réalisation. Il indique également les mesures envisagées pour permettre localement le maintien de ce service sous une autre forme.

Ces informations sont également transmises à la région et au département.
