The communes whose inhabitants represent, in respect of one year, more than 1% of the parturients or more than 1% of the deceased in a public health establishment comprising a maternity unit and situated on the territory of another commune with less than 10,000 inhabitants contribute financially to the expenditure incurred by this other commune for the keeping of civil status records and the exercise of funeral policing acts if the ratio between the number of births recorded in this establishment and the population of the commune in which it is situated exceeds 30%.
The contribution of each municipality is fixed by applying to the expenditure referred to in the first paragraph the proportion that is due to the inhabitants who have their domicile on its territory in the total number of civil status records or, as the case may be, funeral policing records recorded in the municipality of establishment.
The contribution is due each year in respect of expenditure recorded in the previous year.
Failing agreement between the municipalities concerned on their respective contributions or the creation of a joint service responsible for exercising these powers, the contribution of each municipality is set by the State representative in the department of the headquarters of the public health establishment.
