The rural solidarity grant is allocated to communes with fewer than 10,000 inhabitants and to certain district capitals with fewer than 20,000 inhabitants to take account, on the one hand, of the costs they incur in helping to maintain social life in rural areas and, on the other hand, of the insufficiency of their tax resources.
This grant comprises three fractions. The annual variation in the rural solidarity grant is divided between these three fractions by the Local Finance Committee. In 2023, the share of this variation allocated to the second fraction of the endowment provided for in article L. 2334-22 may not be less than 60% of the total.
