I.-In order to provide them with the appropriate means to implement the provisions of Chapter III of Title II of Book I of this Part and to contribute to the democratisation of local mandates, small rural communes receive a special allocation taken from State revenues and determined each year according to the total population of these communes and their financial potential.
This special allocation changes each year according to the rate of change in the overall operating allocation. From 2011, this change does not apply.
In 2006, the amount of this allocation calculated in this way is increased by 10.5 million euros. From 2007, for the calculation of the deduction to be made from State revenues in respect of this allocation, the amount of the special allocation to be taken into account in respect of 2006, calculated in accordance with the conditions set out in the second paragraph, is increased by 10.5 million euros.
II.-.From 2023, the amount of the allocation mentioned in I is increased:
1° By 4.5 million euros in respect of the compensation mentioned in the second paragraph of article L. 2123-18-2;
2° By 3 million euros in respect of the compensation mentioned in the third paragraph of article L. 2123-34 and the last paragraph of article L. 2123-35.
By way of derogation from the first paragraph of I of this article, the amounts mentioned in 1° and 2° of this II are allocated to municipalities with fewer than 3,500 inhabitants on the basis of the population of these municipalities, according to a scale set by decree.
III.-.Individual allocations under this grant may be established by order of the Minister responsible for local and regional authorities published in the Journal officiel. This publication serves as notification to the local authorities.
