Article L2335-16 of the French General Code of Local Authorities

An annual operating grant is introduced for municipalities equipped with one or more registration stations for electronic passport and national identity card applications, known as the “secure documents grant”.

From 2023, this grant is made up of a flat-rate portion allocated for each station in operation in the municipality on 1 January of the current year and a variable portion allocated for each station based on the number of passport and national identity card applications registered during the previous year, according to a scale set by decree.

An increase in the grant is allocated to municipalities for each station registered, on 1 January of the current year, to a dematerialised and interoperable module for booking appointments. By way of derogation, in 2023, this increase will be allocated to local authorities for each station registered on 1 July 2023.

Individual allocations under this grant may be established by order of the minister responsible for local authorities published in the Journal officiel. This publication is deemed to be notification to the local authorities. The terms and conditions for the application of this article shall be laid down by decree.

Il est institué une dotation annuelle de fonctionnement en faveur des communes équipées d’une ou plusieurs stations d’enregistrement des demandes de passeports et de cartes nationales d’identité électroniques, appelée ” dotation pour les titres sécurisés “.

A compter de 2023, cette dotation se compose d’une part forfaitaire attribuée pour chaque station en fonctionnement dans la commune au 1er janvier de l’année en cours et d’une part variable attribuée pour chaque station en fonction du nombre de demandes de passeports et de cartes nationales d’identité enregistrées au cours de l’année précédente, selon un barème fixé par décret.

Une majoration de la dotation est attribuée aux communes pour chaque station inscrite, au 1er janvier de l’année en cours, à un module dématérialisé et interopérable de prise de rendez-vous. Par dérogation, en 2023, cette majoration est attribuée aux communes pour chaque station inscrite au 1er juillet 2023.

Les attributions individuelles au titre de cette dotation peuvent être constatées par arrêté du ministre chargé des collectivités territoriales publié au Journal officiel. Cette publication vaut notification aux collectivités territoriales. Les modalités d’application du présent article sont fixées par décret.
