Article L235-1 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Foreign nationals whose situation is governed by this Book and who are unable to justify a right to residency under this Title may be subject, depending on the case, to a decision refusing residency, refusing to issue or renew a residency permit or withdrawing it, as well as a decision to expel them, in accordance with Title IV.
The conditions for application of this article are laid down by decree in the Conseil d’Etat.

Les étrangers dont la situation est régie par le présent livre qui ne peuvent justifier d’un droit au séjour en application du présent titre peuvent faire l’objet, selon le cas, d’une décision de refus de séjour, d’un refus de délivrance ou de renouvellement d’une carte de séjour ou d’un retrait de celle-ci ainsi que d’une décision d’éloignement, conformément au titre IV.
Les conditions d’application du présent article sont fixées par décret en Conseil d’Etat.
