In all cases where the municipality grants a lease to a person who, on 4 January 1967, occupied or operated the property in question, that person is not entitled to any compensation other than that relating to the extinction of the right of enjoyment, if he or she held such a right, without prejudice to the total or partial offsetting of that compensation against the price of the lease.
If the interested party has already received compensation other than that relating to the extinction of the right of use, he shall return it prior to the conclusion of the lease.
