Article L2511-12 of the French General Code of Local Authorities

The arrondissement council may submit written questions to the mayor of the municipality or the mayor of Paris on any matter concerning the arrondissement. In the absence of a written reply within forty-five days, the question is automatically placed on the agenda for the meeting of the municipal council or Paris council that follows the expiry of this period. The City Council or the Paris City Council sets the conditions for publicising questions and answers.

At the request of the arrondissement council, the City Council or the Paris City Council debates any matter of interest to the arrondissement. Questions submitted for debate are sent to the mayor of the municipality or the mayor of Paris at least eight days before the meeting of the municipal council or the Paris council.

The time devoted by the municipal council or the Paris council to questions put by the arrondissement councils pursuant to the previous two paragraphs may not exceed two hours per meeting.

If an oral question is not included on the agenda within three months of the proposal being sent, the question is automatically included on the agenda of the meeting of the city council or Paris council that follows the expiry of the time limit.

The arrondissement council may issue vœux on all matters of interest to the arrondissement.

Le conseil d’arrondissement peut adresser des questions écrites au maire de la commune ou au maire de Paris sur toute affaire intéressant l’arrondissement. En l’absence de réponse écrite dans un délai de quarante-cinq jours, la question est inscrite de droit à l’ordre du jour de la séance du conseil municipal ou du conseil de Paris qui suit l’expiration de ce délai. Le conseil municipal ou le conseil de Paris fixe les conditions de publicité des questions et des réponses.

A la demande du conseil d’arrondissement, le conseil municipal ou le conseil de Paris débat de toute affaire intéressant l’arrondissement. Les questions soumises à débat sont adressées au maire de la commune ou au maire de Paris huit jours au moins avant la séance du conseil municipal ou du conseil de Paris.

Le temps consacré par le conseil municipal ou le conseil de Paris aux questions posées par les conseils d’arrondissement en application des deux alinéas précédents ne peut excéder deux heures par séance.

En l’absence d’inscription à l’ordre du jour d’une question orale dans un délai de trois mois à compter de l’envoi de la proposition, la question est inscrite de droit à l’ordre du jour de la séance du conseil municipal ou du conseil de Paris qui suit l’expiration du délai.

Le conseil d’arrondissement peut émettre des vœux sur tous les objets intéressant l’arrondissement.
