Article L2511-14 of the French General Code of Local Authorities

The city council or the Paris council consults, within the time limits set out in article L. 2511-13, the arrondissement council on the amount of subsidies that the city council or the Paris council proposes to allocate to associations whose activities are carried out in the arrondissement alone, or for the sole benefit of the inhabitants of the arrondissement, regardless of where these associations are based. The opinion of the arrondissement council may not have the effect of increasing the overall amount of funding allocated by the municipal budget to the associations referred to above. In the absence of an opinion issued within the set timeframe, the municipal council or the Paris council shall deliberate.

Article L2511-14

Le conseil municipal ou le conseil de Paris consulte, dans les délais prévus à l’article L. 2511-13, le conseil d’arrondissement sur le montant des subventions que le conseil municipal ou le conseil de Paris se propose d’attribuer aux associations dont l’activité s’exerce dans le seul arrondissement, ou au profit des seuls habitants de l’arrondissement, quel que soit le siège de ces associations. L’avis du conseil d’arrondissement ne peut avoir pour effet de majorer le montant global des crédits consacrés par le budget communal aux associations visées ci-dessus. A défaut d’avis émis dans les délais fixés, le conseil municipal ou le conseil de Paris délibère.
