Article L2511-2 of the French General Code of Local Authorities

The affairs of the City of Paris are regulated by the Paris council and those of the communes of Marseille and Lyon by a municipal council. The affairs of these three territorial collectivities are regulated by arrondissement councils for certain powers exhaustively defined in this chapter.

The deliberations of the Paris council are prepared and executed by the mayor of Paris.

Les affaires de la Ville de Paris sont réglées par le conseil de Paris et celles des communes de Marseille et Lyon par un conseil municipal. Pour certaines attributions limitativement définies au présent chapitre, les affaires de ces trois collectivités territoriales sont réglées par des conseils d’arrondissement.
