Article L2511-21 of the French General Code of Local Authorities

A joint committee made up of an equal number of representatives of the borough mayor and the mayor of the municipality or the mayor of Paris, appointed from among the elected councillors, defines the general conditions for admission to and use of the facilities mentioned in articles L. 2511-16 and L. 2511-17. The joint committee sits at the arrondissement town hall. In the event of a tie, the arrondissement mayor has the casting vote.

Une commission mixte composée d’un nombre égal de représentants du maire d’arrondissement et du maire de la commune ou du maire de Paris, désignés parmi les conseillers élus, définit les conditions générales d’admission et d’utilisation des équipements mentionnés aux articles L. 2511-16 et L. 2511-17. La commission mixte siège à la mairie d’arrondissement. En cas de partage des voix, le maire d’arrondissement a voix prépondérante.
