The arrondissement mayor and his deputies are responsible, in the arrondissement, for the powers vested in the mayor of the commune or the mayor of Paris in matters of civil status, school matters relating to compliance with compulsory schooling and the application of the provisions of the national service code.
The arrondissement mayor and his deputies are civil registrars in the arrondissement. However, the mayor of the commune or the mayor of Paris and his or her deputies may exercise their duties as civil registrars throughout the territory of the commune or the city of Paris.
The mayor of the commune or the mayor of Paris may, in addition, delegate to the arrondissement mayor some of his or her powers in respect of elections, with the exception of those relating to registration on and removal from electoral rolls, pursuant to articles L. 18 and L. 31. Where such a delegation has been granted to a borough mayor, this delegation is granted as of right to the other borough mayors at their request.
