The expenditure necessary to fulfil the obligations imposed by law on communes is entered in the communal budget.
The following are compulsory:
1° The material costs of the communal administration;
2° Housing allowances due to ministers of recognised cults by virtue of the provisions of the decree of 30 December 1809 concerning church factories and the ordinance of 7 August 1842 relating to housing allowances for ministers of Protestant and Israelite cults respectively, where there are no buildings allocated for their accommodation;
3° In the event of insufficient income from fabriques, presbyteral councils and consistories, justified by their accounts and budgets, the expenses of cults whose ministers are salaried by the State;
4° The costs of local police, insofar as they are not paid by the State;
5° The costs of creating and maintaining communal cemeteries;
6° The costs of maintaining communal buildings assigned to a public service ;
7° The cost of subscriptions to official sheets;
8° The cost of drawing up, in communes with more than 2,000 inhabitants, the alignment plan;
9° Expenses resulting from the application of the local law of 30 May 1908 on the domicile de secours.
