Article L2711-5 of the French Public procurement code

Public contracts that come to an end during the period of exceptional circumstances may be extended by amendment beyond the term stipulated in the contract if it is not possible to organise a competitive tendering procedure.

In the case of a framework agreement, this extension may extend beyond the term mentioned in article L. 2125-1.

The duration of this extension may not exceed the duration of the period of exceptional circumstances, plus the time required to reopen the competition once this period has expired.

Les marchés publics dont le terme intervient pendant la période de circonstances exceptionnelles peuvent être prolongés par avenant au-delà de la durée prévue par le contrat lorsque l’organisation d’une procédure de mise en concurrence ne peut être mise en œuvre.

Dans le cas d’un accord-cadre, cette prolongation peut s’étendre au-delà de la durée mentionnée à l’article L. 2125-1.

La durée de cette prolongation ne peut excéder la durée de la période de circonstances exceptionnelles, augmentée de la durée nécessaire à la remise en concurrence à l’issue de l’expiration de cette période.
