The following are determined by decree in the Conseil d’Etat:
1° Pursuant to the 2005 International Health Regulations:
a) The criteria for designating points of entry to the territory, particularly with regard to the scale of their international traffic and their even distribution across the territory ;
b) The criteria for defining serious or unusual health events that must be reported to the health authorities and the procedures for reporting these events;
c) The criteria for designating yellow fever vaccination centres, the conditions for the validity of yellow fever vaccination certificates and the procedures for checking these certificates on entry into the territory;
d) The criteria and conditions for authorising the agents mentioned in the fourth paragraph of Article L. 3115-1 ;
2° The conditions for approving the persons or organisations that may carry out the technical inspections mentioned in the second paragraph of Article L. 3115-1 and the procedures for issuing the corresponding certificates;
3° The conditions for applying Article L. 3115-7, in particular the procedures for communicating information relating to any public health risks identified to passengers or customers, the criteria for defining serious health risks and the conditions for communicating data enabling passengers to be identified;
4° The conditions under which the medical service at a point of entry may carry out healthcare activities and under which Articles L. 162-32 to L. 162-32-3 of the Social Security Code apply.
