In the event of an epidemic occurring on national territory, the representative of the State with territorial jurisdiction organises health checks on travellers and means of sea and air transport at the points of entry to the country mentioned in article L. 3115-11 before their departure, in order to combat the international spread of disease. These health checks are carried out in accordance with the technical procedures defined by order of the Minister for Health.
Travellers who refuse to undergo this check are taken by the competent authorities to the appropriate medical service at the point of entry for medical examinations and are not allowed to board the means of transport. The representative of the State with territorial jurisdiction shall take all appropriate measures to prevent a traveller or an affected means of transport, within the meaning of Article 1 of the 2005 International Health Regulations, from leaving national territory.
The provisions of the last paragraph of article L. 3115-8 are applicable.
