Article L313-8 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The conditions for applying this section, in particular the conditions under which foreign nationals may be exempted from providing proof of accommodation in the case of a humanitarian stay or cultural exchange, or when they request to travel to France for urgent medical reasons or because of the funeral or serious illness of a close relative, are laid down by decree in the Conseil d’Etat.

Les conditions d’application de la présente section, notamment les conditions dans lesquelles l’étranger peut être dispensé du justificatif d’hébergement en cas de séjour à caractère humanitaire ou d’échange culturel, ou lorsqu’il demande à se rendre en France pour une cause médicale urgente ou en raison des obsèques ou de la maladie grave d’un proche, sont fixées par décret en Conseil d’Etat.
