I.-In the event of a serious health threat requiring emergency measures, particularly in the event of a threatened epidemic, the Minister for Health may, by means of a reasoned order, in the interests of public health and for the sole purpose of preventing and limiting the consequences of this threat on the health of the population, prescribe:
1° Any regulatory or individual measure relating to the organisation and operation of the health system;
2° Quarantine or isolation measures, under the conditions set out in I of articles L. 3131-12 and L. 3131-13.
II – The Minister may authorise the representative of the State with territorial jurisdiction to take all measures to apply these provisions, including individual measures.
The State representative in the département and the persons under his or her authority are required to maintain the confidentiality of the data collected with regard to third parties.
The State representative shall report to the Minister for Health on the actions taken and the results obtained in application of this article.
III – The measures prescribed in application of this article are strictly proportionate to the health risks incurred and appropriate to the circumstances of time and place. They shall be terminated immediately if they are no longer necessary. Individual measures shall be notified without delay to the public prosecutor with territorial jurisdiction.
