A departmental council or, by concurring deliberation, several departmental councils may submit proposals to amend or adapt legislative or regulatory provisions, in force or in the process of being drawn up, concerning the powers, organisation and operation of one, several or all of the departments. These proposals may concern the differentiation, referred to in Article L. 1111-3-1, of the rules relating to the allocation and exercise of powers applicable to the départements, in order to take account of differences in situations.
Proposals adopted by the departmental councils in application of the first paragraph of this article are forwarded by the departmental council presidents to the Prime Minister, the representative of the State in the departments concerned and, when they concern legislative provisions, to the presidents of the National Assembly and the Senate.
