Article L3312-5 of the French General Code of Local Authorities

The president of the departmental council presents the administrative account annually to the departmental council , which debates it under the chairmanship of one of its members.

In this case, the president of the departmental council may, even if he is no longer in office, attend the discussion. He must withdraw at the time of the vote.

A summary statement of grants awarded to each commune during the financial year is appended to the département’s administrative account. It specifies, for each commune, the list and purpose of the grants, their total amount and the ratio between this amount and the population of the commune.

The administrative account is adopted by the departmental council .

Prior to this, the departmental council adopts the management account for the financial year ended.

Le président du conseil départemental présente annuellement le compte administratif au conseil départemental , qui en débat sous la présidence de l’un de ses membres.

Dans ce cas, le président du conseil départemental peut, même s’il n’est plus en fonction, assister à la discussion. Il doit se retirer au moment du vote.

Un état récapitulatif des subventions attribuées au profit de chaque commune au cours de l’exercice est annexé au compte administratif du département. Il précise, pour chaque commune, la liste et l’objet des subventions, leur montant total et le rapport entre ce montant et la population de la commune.

Le compte administratif est adopté par le conseil départemental .

Préalablement, le conseil départemental arrête le compte de gestion de l’exercice clos.
