Article L3412-1 of the French Public Health Code

The General Director of the Regional Health Agency may be informed of the case of a person who is illegally using narcotics, either by a doctor’s certificate or by a social worker’s report. In such cases, the Director General will carry out a medical examination and an investigation into the family, professional and social life of the person concerned.

Le directeur général de l’agence régionale de santé peut être saisi du cas d’une personne usant d’une façon illicite de stupéfiants soit par le certificat d’un médecin, soit par le rapport d’une assistante sociale. Il fait alors procéder à un examen médical et à une enquête sur la vie familiale, professionnelle et sociale de l’intéressé.
