Article L352-1 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The decision to refuse entry into France to a foreign national who presents himself at the border and applies for the right of asylum may only be taken in the following cases:
1° The examination of the asylum application falls within the competence of another State pursuant to Regulation (EU) No 604/2013 of the European Parliament and of the Council of 26 June 2013 or pursuant to commitments identical to those provided for in that Regulation with other States;
2° The asylum application is inadmissible pursuant to Article L. 531-32;
3° The asylum application is manifestly unfounded.
A manifestly unfounded application for asylum is one which, in the light of the statements made by the foreign national and any documents produced, is manifestly irrelevant in terms of the conditions for granting asylum or manifestly lacking in any credibility as regards the risk of persecution or serious harm.

Article L352-1

La décision de refuser l’entrée en France à un étranger qui se présente à la frontière et demande à bénéficier du droit d’asile ne peut être prise que dans les cas suivants :
1° L’examen de la demande d’asile relève de la compétence d’un autre Etat en application du règlement (UE) n° 604/2013 du Parlement européen et du Conseil du 26 juin 2013 ou en application d’engagements identiques à ceux prévus par ce règlement avec d’autres Etats ;
2° La demande d’asile est irrecevable en application de l’article L. 531-32 ;
3° La demande d’asile est manifestement infondée.
Constitue une demande d’asile manifestement infondée une demande qui, au regard des déclarations faites par l’étranger et des documents le cas échéant produits, est manifestement dénuée de pertinence au regard des conditions d’octroi de l’asile ou manifestement dépourvue de toute crédibilité en ce qui concerne le risque de persécutions ou d’atteintes graves.
