In order to support the participation of trade unions representing self-employed health professionals under agreement in institutional life, a contribution is instituted, paid on a compulsory basis by each member of one of the agreements mentioned in article L. 4031-3. This contribution is earmarked to finance the regional unions of healthcare professionals and, for a portion set by decree, to finance the second section of the fund mentioned in III of article L. 221-1-2 of the Social Security Code.
The contribution is based on the income derived from the practice of the profession.
The annual rate of this contribution is set by decree for each of the professions mentioned in article L. 4031-1, after consultation, each as far as it is concerned, with representative trade union organisations at national level within the meaning of article L. 162-33 of the Social Security Code. This rate is set within the limit of the amount corresponding to 0.5% of the annual amount of the social security contribution ceiling. This contribution is collected and audited by the bodies responsible for collecting contributions under the general social security scheme in accordance with the rules and subject to the guarantees and penalties applicable to the collection of personal family allowance contributions.
The regional unions of health professionals may also receive subsidies and financial assistance in respect of the tasks for which they are responsible.
Unless otherwise stipulated, the terms and conditions for the application of this article are laid down by decree in the Conseil d’Etat.
