Notwithstanding the provisions of Article L. 411-1, a public offer of the following financial securities is authorised:
1° Financial securities issued by a State ;
2° Financial securities guaranteed by a State;
3° Financial securities issued by the European Central Bank or the central bank of a State;
4° Financial securities issued by institutions of the European Union and international organisations;
5° Financial securities issued by public administrative establishments, by public industrial and commercial establishments and by public health establishments of a State or a local authority;
6° Financial securities issued by credit institutions, investment firms and the Caisse des dépôts et consignations;
7° Negotiable debt securities issued by economic interest groupings and general partnerships whose members or partners are exclusively joint stock companies;
8° Titres financiers émis par les collectivités territoriales d’un Etat et leurs groupements ;
9° Financial securities issued by collective investment undertakings without prejudice to the provisions applicable to them;
10° Financial securities issued by a foreign person or entity authorised by the law governing it to carry out such a transaction and which presents guarantees of legal form and capital equivalent to authorised French entities.
