Article L412-4 of the French Code governing the entry and residence of foreign nationals and the right of asylum

When the diplomatic or consular authority has issued the long-stay visa provided for in 2° of article L. 411-1 conferring on its holder the rights attached to the multi-annual residence permit bearing the wording “talent passport” provided for in articles L. 421-9, L. 421-10, L. 421-13 or L. 421-16 to L. 421-21, the multi-annual residence permit bearing the words “talent-researcher passport” or “talent-researcher passport-mobility programme” provided for in article L. 421-14, a multiannual residence permit bearing the words “passeport talent (famille)” (talent (family) passport) as provided for in articles L. 421-22 or L. 421-24, a multiannual residence permit bearing the words “salarié détaché ICT” (seconded ICT employee) as provided for in article L. 421-26, the multiannual residence permit bearing the wording “salarié détaché mobile ICT (famille)” provided for in article L. 421-28 or the multiannual residence permit bearing the wording “étudiant-programme de mobilité” provided for in article L. 422-6, the prefect issues the corresponding multiannual residence permit.

Lorsque l’autorité diplomatique ou consulaire a délivré le visa de long séjour prévu au 2° de l’article L. 411-1 conférant à son titulaire les droits attachés à la carte de séjour pluriannuelle portant la mention ” passeport talent ” prévue aux articles L. 421-9, L. 421-10, L. 421-13 ou L. 421-16 à L. 421-21, à la carte de séjour pluriannuelle portant la mention ” passeport talent-chercheur ” ou ” passeport talent-chercheur-programme de mobilité ” prévue à l’article L. 421-14, à la carte de séjour pluriannuelle portant la mention ” passeport talent (famille) ” prévue aux articles L. 421-22 ou L. 421-24, à la carte de séjour pluriannuelle portant la mention ” salarié détaché ICT ” prévue à l’article L. 421-26, à la carte de séjour pluriannuelle portant la mention ” salarié détaché mobile ICT (famille) ” prévue à l’article L. 421-28 ou à la carte de séjour pluriannuelle portant la mention ” étudiant-programme de mobilité ” prévue à l’article L. 422-6, le préfet délivre la carte de séjour pluriannuelle correspondante.
