Article L4122-2 of the French General Code of Local Authorities

The transfer of the capital of a region is decided by decree in the Conseil d’Etat after consultation with the regional council and the departmental councils, as well as the municipal councils of the city where the capital is located and the city where the transfer of the capital is envisaged.

Le transfert du chef-lieu d’une région est décidé par décret en Conseil d’Etat après consultation du conseil régional et des conseils départementaux ainsi que des conseils municipaux de la ville siège du chef-lieu et de celle où le transfert du chef-lieu est envisagé.
