Article L4124-5 of the French Public Health Code

Alternate members of the Disciplinary Chamber of First Instance replace full members who are unable to sit. If a full member ceases to hold office for any reason whatsoever, he shall be replaced by an alternate member whose term of office shall be that remaining until the date on which the term of office of the member he replaces would have expired. The regional or inter-regional council may then hold a supplementary election within six months for a new alternate member whose term of office expires on the same date as that on which the term of office of the member to be replaced would have expired.

At the time of each renewal, a supplementary election is held to fill the seats that have become vacant.

Les membres suppléants de la chambre disciplinaire de première instance remplacent les titulaires empêchés de siéger. Lorsqu’un membre titulaire vient à cesser ses fonctions pour quelque cause que ce soit, il est remplacé par un suppléant dont la durée des fonctions est celle qui restait à courir jusqu’à la date à laquelle aurait expiré le mandat de celui qu’il remplace. Le conseil régional ou interrégional peut alors procéder à une élection complémentaire dans les six mois d’un nouveau membre suppléant dont le mandat prend fin à la même date que celle à laquelle aurait pris fin celui du membre à remplacer.

Lors de chaque renouvellement, il est procédé à une élection complémentaire pour combler les sièges constatés vacants.
